Zinsser® Bulls Eye Zero® 1-2-3 is a high-performance, water-based primer designed for both interior and exterior surfaces. Formulated to meet clean air standards, it delivers fast-drying, low-odor performance with excellent adhesion, stain blocking, and enamel holdout—making it ideal for residential, commercial, and institutional use such as in schools, hospitals, hotels, and restaurants.

It adheres to a wide range of surfaces including drywall, wood (pine, fir, cedar, redwood, plywood, T-111), cured plaster, masonry (stucco, cement, concrete block), vinyl, PVC, fiberglass, tile, aluminum, steel, and galvanized metal. It even grips tough substrates like high-gloss enamel, tile, old varnish, and chalky siding. Bulls Eye Zero seals porous surfaces to extend topcoat coverage and offers a smooth, sandable finish that prevents gloss variation.

The formula locks in tough stains like residual nail dust, creosote, tannin bleed, grease, lipstick, and even pen marks. For bare cedar or redwood, allow 24 hours before painting. A second coat may be needed for stubborn stains.
